An open work permit allows an eligible person to work for most compliant employers in Canada without being tied to one specific job offer. Open permits are available only in circumstances specifically recognized by IRCC.

Eligibility is category-based
Most foreign nationals cannot simply apply for an open work permit. The applicant must fit an eligible category and meet any special instructions for that category.
No LMIA or job offer for the permit itself
Because the permit is not job-specific, the applicant generally does not need an LMIA or employer compliance submission for the open work permit itself.
Restrictions can still apply
An open permit may include restrictions relating to occupation, medical examination requirements or, in some categories, the province where the person may work.
Family and status considerations
For spouse and family-member cases, eligibility can depend on the principal person’s study, work or permanent residence situation and on the applicant’s own status in Canada.
